Prof. Dr. Mehmet Naci İNCİ
He was born in 1965 in Malatya. He received his bachelor's degree from Marmara University in Istanbul in 1987 and his Ph.D. in physics from Heriot-Watt University in Edinburgh, UK, in 1993.
Between 1993 and 1994, he worked as a postdoctoral research fellow in the Department of Electrical Engineering at Stanford University, California, USA, focusing on fiber optic communication systems.
In 1994, he began his academic career at the Department of Physics at Boğaziçi University as an Assistant Professor. He was promoted to Associate Professor in 1996 and continued to work in the same department until 1999.
From 1999 to 2005, he served as a faculty member at Sabancı University. He played an active role in establishing the laboratories and curriculum of the Faculty of Engineering and Natural Sciences. He developed strong relations between the university and industry; and obtained two international patents for one of the country's leading industrial corporations.
In 2005, he joined Boğaziçi University as a Professor of Physics.
Between 2013 and 2020, he served for about 5 years as Chair of the Department of Physics. He is currently the Rector of Boğaziçi University. He is a Member of the Board of Directors at Turkcell, a Council Member of the Turkish-Japanese University of Science and Technology, and a Member of the Board of Directors at TÜBİTAK.
Throughout his academic career, Prof. Mehmet Naci İNCİ has held positions at the following institutions:
- 4th Institute of Physics, University of Stuttgart, Germany (2002)
- Department of Electronic Engineering, Gunma University, Japan (1998–1999)
- Department of Applied Optics, Norwegian University of Science and Technology (1998)
- Department of Physics, Heriot-Watt University, Edinburgh (1997)

Dear Colleagues,
I am honored to accept such a distinguished position as the Rector of Boğaziçi University. I consider my new post not only a role of leadership, but a way to pay my debt to Boğaziçi University, which has greatly contributed to my growth both academically and personally from the moment I stepped into our campus back in 1994. My main mission is to carry our university further in education and research promoting an innovative approach in every field of teaching. In doing so, we will work hard to meet the requirements of visionary academic and strategic planning towards sustainable excellence while establishing a close connection to the needs and aspirations of the University community. That is how we can contribute to our country and the world.
Founded 158 years ago and having operated as a public university since 1971, Boğaziçi University has offered a world-class education to innumerable students from different socio-economic and socio-cultural backgrounds from all over the country. Undoubtedly, as a prestigious leading university, it is an important value of our country and belongs to all of us. For this reason, it should be embraced as a shared value of our society and conveyed to the future with its exceptional contributions to the development of our country. Having personally experienced a positive working environment enriched with diverse research studies and their contributions at first hand, I strongly believe that it is important to further improve this fostering academic environment where faculty members cooperate in harmony and solidarity.
Although the world university rankings, which are brought to our attention from time to time and often regarded as a measure of quality, point to certain indicators, I must state that it is not sufficient by itself to measure a well-rooted institution such as Boğaziçi University. Clearly, these discussions regarding the ranking of our university remain insufficient in weighing the merits of the university. An obvious indication of this is our countless graduates who have outstanding achievements in key positions both nationally and internationally. Boğaziçi University graduates stand out as individuals who enrich every working environment they are in by promoting creativity, innovation and growth. I am confident that our students and graduates who always question stereotypes and clichés from a critical point of view will also evaluate the current situation in sound judgment and common sense. And undoubtedly, they will question the source and reliability of information conveyed to them in order to make an informed decision.
Rather than taking a populist stance towards academic matters, I prefer to strictly comply with academic rules and regulations so that we can ensure the establishment of a more productive academic environment by addressing the pressing issue of being understaffed which is a major hindrance to academic output. To this end, we will take the necessary steps to recruit qualified staff, strengthen the infrastructure and create a more supportive working environment for our faculty members. This can be achieved by determining and fulfilling the needs, interests and expectations of our University community through realistic goals and rational solutions. In my statement of candidacy for Rectorship, I have already put forward the solutions to this matter and I reaffirm my commitment to each of them.
I am well aware of the fact that all granted positions and authorities are temporary; therefore, it is our main duty to establish a harmonious and responsible working environment in a common understanding. I strongly believe that all of our community will eventually understand and appreciate our diligent efforts to conduct the challenging task of keeping up with the quality and standards of Boğaziçi University despite all recent administrative difficulties encountered. As a final note, we should not hesitate to share our ideas and opinions with each other in an atmosphere of constructive criticism, which is what makes our working environment a more professional, civilized and peaceful place.
I would like to share my warmest regards with you all and hope that Boğaziçi University will fully embrace the future with many great academic achievements and its growing global reputation.
